#1093: Can't start the RC-version of Deluge in Windows 7.

I got this message when running it via Powershell (Windows version of
Terminal-window):
[ERROR ] 07:03:42 __init__:1082 DLL load failed: The applied module
can't be found.

Note that I have hade this installed for a while.
