libtorrent has this feature for quite some time now - Seeding Mode, so you
can basically "skip" the hash checking when you add a torrent just for
seeding.
From wikipedia:

seed mode, where the files on disk are assumed to be complete, and each
piece's hash is verified the first time it is requested.
