#1383: disable progress bar for non-downloading files

Comment:

 I do not agree. The progress bar indicates the state of a file so if its
 25% complete and the user changes it to "Do Not Download" then disabling
 the progress bar would not be helpful because you have to enable it to see
 how much of the file you originally downloaded. Furthermore showing how
 much of a "DnD" file has been completed by shared pieces with other files
 can be useful, especially with small files and large pieces.
