I am not convinced that this is a Deluge bug. Issues in the past due to
GTK install problems have been common.
Did you uninstall all previous versions of Deluge and GTK2? You can always
manually install the latest GTK2 version.
If you run deluge manually from the cmd prompt it should show what the
error is.
