Are you able to install Deluge from source? If you can could you try
installing: http://git.deluge-torrent.org/deluge/snapshot/deluge-
fe9fe7977ca07dc4d432be4223ffe07a2330f4b3.tar.gz
I committed some fixes last night related to reverse proxying and I was
just able to add a torrent via file upload through my reverse proxy setup
(I'm using nginx though).
