#1898: Email notifications do not include date/time they were sent

The notification plugin is successfully sending me emails, but they are
not day/time stamped, causing them to end up completely at the end of my
large mailbox.
I'm entering this as type "bug" because it greatly affects the plugin's
effectiveness. I apologize if it should have been entered as "feature-
request"
My linux distro is supplying version 1.3.2. I'm using Deluge as a daemon,
and using both GUI and webUI
