#1925: Console UI exposes autoadd configuration

deluge/ui/console/modes/preference_panes.py:227 exposes some autoadd
plugin configuration, as this functionality used to be built in. Needs to
be moved to plugin configuration or properly removed.
I have attached a patch to comment it out (allows the preferences view to
then be used in the console UI).
