As I thought this was a gtk bug:

I have tested with latest 2.24 versions on Win7 and the bug is fixed.
http://ftp.gnome.org/pub/gnome/binaries/win32/gtk+/2.24/
However the GTK+ bundle than is available on the usual resource site for
Windows is outdated and does not include the fix:
http://sourceforge.net/projects/gtk-win/
This would mean to fix this bug our only choice is to bundle GTK+ in the
Deluge installation which may increase the installer size substantially.
