This is based on the priorities provided by
[http://www.rasterbar.com/products/libtorrent/manual.html#piece-priority-
prioritize-pieces-piece-priorities libtorrent], from which you can see
there is nothing below normal and renaming it to low would be misleading.
Where does the confusion arise? Is it the similarity in naming of High and
Highest?
