#2014: Option to change display units from si KiB/s to Kbits

Deluge currently displays network transfer performance in si KBytes likes
many OS, however network equipment and internet connections are almost
always measured in KBits. It would be nice to have a UI option to change
this display, instead having to multiply by 8 to relate the values
