#2060: Excute arg[3] doesn't always pass correct path

Using the excute plugin the path isn't always correct. if you add a
torrent with the `-p` flag then try to manage that torrent via excute,
arg[3] won't be correct. Instead of the correct path, you get the
default_download_location
