I have verified that the `open with` issue exists and it is a problem with
windows non-ascii chars passed as python args.
There is a [http://stackoverflow.com/a/846931/175584 stackoverflow]
workaround that seems to work but it may affect other parts of the code so
will need further testing.
For reference: ctypes.wintypes module will need including if not done
automatically by bbfreeze.
