#2212: Deluge WebUI - No scroll bar on preferences window, can't change settings

I've been unable to edit certain preferences (EX: Proxy info) under the
preferences dialog that the Webui creates due to not having any way to
scroll down the menu to fill in fields below the dimensions of the box.
For instance: proxy information (when all set to Socksv5 w/ auth) takes up
more space in the dialog box than it has when you open it, but there is no
way for me to scroll. Is there a config file I can fill out manually or a
flag/setting I can set to make that scrollbar appear in Webui? I've tested
on multiple browsers to no avail, so I assume it's something inherently
wrong with my particular install. Please advise if more information is
needed.
