#2227: can't add a specific torrent file

Hello.
using the deluge web ui, when I press on + and then on 'file' to add a
torrent file. a specific one just shows the name of the torrent without
showing the actual content and I can't press 'add' to add this file.
when I run deluge on debug, the log file shows:
'utf8' codec can't decode bye 0xc7 in position 1: invalid continuation
byte.
