If you download and then seed a file (must be uploading the file),
creating a hardlink to the seeded file, your unable to rename the hardlink
 (throws a permission error)

If I pause the torrent in Deluge im able to rename the hardlink

Tested with Deluge 1.3.5 and libtorrent 1.15.10 (and 1.16.5 witch is set
"lock_files" to false by default), this is tested in Windows 8

To create a hardlink in windows enter command prompt, and use the command
 "mklink /H C:/new/link/location/file.ext
 C:/path/to/file/we/want/to/link/file.ext"

If this isnt a bug then consider it a feature request, I've created a
 thread here: http://forum.deluge-torrent.org/viewtopic.php?f=12&t=42917
