#2308: deluge hangs when the speed is very fast

When deluge is in high speed download and upload(like 20mb/s down, 50mb/s
up), the cpu usage become 100%, and then deluge hangs for a while (like 5
minutes), and then it comes back to normal by itself. I can do it manually
to fix by using pkill deluged, and the deluged commands.
