I don't think it's really a focus issue. If focus is somewhere in the
window, either shortcut will match depending on what was last matched,
regardless of where focus is exactly in the window. For instance, start
deluge, click on a torrent in the item view, hit alt+d to focus to the
details tab, and hit alt+f. I think the first time it will trigger the
"File" button in the main menu. Hit escape to dismiss it, then hit alt+d
to focus on the details tab again, then hitting alt+f will focus on the
"Files" tab. Then hitting alt+f again will pop the menu, it just goes back
and forth, it doesn't really depend on what widget last had focus.
