#2499: Queue position "Up" and "Down" keyboard shortcuts / keybindings

I dug around to find a place where these might already be set or where
they could be configured as a preference, but they don't seem to exist.
Brainstorming the situation has revealed to me that Ctrl+u for moving an
object up one queue position and Ctrl+d for moving down are a
spectacularly genius resolution to this imediment to humanity's ascent to
a higher torrential plane. [Further, Ctrl+Shift+u could be top position
and Ctrl+Shift+d could be bottom, or whatever. More genius.]
