#2529: 1.3.7 "Err No. 2. (...) [Torrent file] not found"

Attempting to open a new torrent returns an error message stating that the
torrent file I attempt to download cannot be found, and returns no file to
download with the torrent. This just started today, and happened with
1.3.6, and continued even after upgrading to 1.3.7.
I have windows 7.
