in libtorrent-0.15 and later, you can set
session_settings::announce_to_all_tiers to true.
This violates the multi-tracker specification but makes libtorrent behave
like uTorrent in this regard.

I believe we should do what Arvid said since default behaviour is not what
what user expect from using torrent with multiple trackers in it ( speed )
