#2820: Zero-size files in torrents incorrectly handled during rechecks

If a torrent contains a zero-length file and the torrent is "Rechecked",
the file is incorrectly marked as 0.00% complete.
If the torrent is stored on a read-only filesystem the torrent will be put
into the Error state and will not seed.
