Got the same problem on my linux machine.
Ubuntu Server 16.04
Libtorrent-rasterbar8 (version 1.0.9-1~xenial~ppa4)
Deluged 1.13.13-0~xenial~ppa1
Deluge-web 1.13.13-0~xenial~ppa1
Also noticed that it ignores bandwith settings as well (completely ignores
download/upload speeds), unsure about network settings but might ignore
that too.
Currently forced to change my settings with the ItConfig? plugin in order
to have them stick.
