#2933: deluge-console create a torrent from the command line

It would be nice if deluge-console would add the ability to create
torrents from the command line. Ctorrent implements it like this:
http://askubuntu.com/a/32038/194708
ctorrent -t -u "http://tracker.example.com:6969/announce"; -s
example.torrent file_or_dir_to_upload
Seems like a fairly easy thing to implement. I'm a coder and could
potentially add this, but I'm used to using github.
