When i start Deluge 1.3.13 it crash.
My OS is Windows 7 x64 SP1 with all updates.
The first message is visible in the file "Runtime error".
Following two messages appear with the following data:

On my PC are present VirtualBox v5.1.8 and VMWare v12.5.1.
Deluge is installed on the Host.
These programs install some Virtual Network Adapter.
If I disable these network adapter, Deluge no longer crash.
The problem does not occur in Deluge v1.3.12 py2.7.
