Yes it's something to do with the unicode_literals commit but I don't know
exactly what so I need to replicate and I have tested on 16.10.
Are you saying that `LANGUAGE=en deluge` did not work? Can you also try
`LC_ALL='en_US.UTF-8' deluge`
What is the output of `locale`
