Trackerless/DHT torrents' peers only seem to be update after a restart of
`deluged` or adding new torrents (eventually only adding trackerless/DHT
torrents has an effect). I don't see reasons in the logs and I can't test
it reliably because DHT discovery works unreliably.
experienced with 2.0.0.dev7019+fefe742+201705201502~ubuntu17.04.1
