As reported [https://github.com/deluge-
torrent/deluge/pull/169#issuecomment-336763151 @github] by Doadin, when
Notifications plugin is enabled, there is no text in it's tab label.
The placeholder is there and clickable. Clicking it will show
Notifications' preferences window as shown
