Setting Maximum Connections to -1 makes the client not connect to any new
peers/seeds. It is as if it is set to 0.
If it is changed to a number more than 0 then it will make new
connections.
It it is changed to -1 it will not make any new connection, and will not
connect to anyone on start up.
