After Deluge finishes a torrent, ~/Downloads/Temps is always deleted, if there are no other active Downloads (= folders in ~/Downloads/Temps).
Although Deluge automatically creates ~/Downloads/Temps when a new download begins, it would be very helpful not to have this folder deleted, because other programs are using it too.
