#3572: torrents added when disconnected are lost

 When adding torrents (magnet for sure, .torrent i think too) when the thin
 client happens to be disconnected, the torrents are not remembered such
 that they are not added when reconnecting the thin client to the server.
 The thin client could be disconnected due to mobile internet dropping, vpn
 turning on, off, or sometimes the seedbox getting bogged down. Etc. etc.
 etc...
 Now i have to check to see if the client is actually connected before
 clicking on any magnets or torrent files.

 Client: 2.1.1
 Server: 2.1.1
 libtorrent: 2.0.5.0
 Server in Europe, Client in South East Asia... So crap ping.

 This stands out a lot because when using 1.3.15 and before it was
 absolutely rock solid, for years.  I simplply didn't have to think about
 it... if deluge wasn't open, it'd open and add, or if it was, they'd be
 added or later added after reconnecting...  it almost never failed to add
 them.
