I have done this now, in Open->Template->Jazz there is a template for independent chords. You place chords in normal notation on the second staff and they are typeset as chord symbols. The nice thing is you don't have to know the notation for chord symbols :), *and* you can make the rhythm completely independent. You need git master latest to use this feature by default, otherwise you have to select the Score Layout that does this.
