I just tested Staffs/Voices->Display Effects->Hide Staff
and I see the problem you are describing - though they don't take up the same
amount of room, the calculation of what fits on the page *is* going wrong. So
with just the top and bottom staff not hidden, only one staff is displayed on
the page at a time, unless you zoom right out when it decides everything fits
on the page and it then displays just the top and bottom staff right next to
each other with no extra space.
