If you are wondering what to try next a build from the latest git with the librsvg that didn't break pango would let me test-load hand-edited versions of LilyPond's SVG to find out what it is that is breaking it. (At the moment I can only test things by modifying LilyPond's SVG generation code output-svg.scm, I can't simply chop the file about looking for the bit that causes the load to fail. It does load fermata.svg as the label for the fermata in the articulations palette).
