You kill the newbie ones via Help menu, and in the upcoming version 2.0.14
(which you can test now - binaries at
http://www.denemo.org/~jjbenham/gub/uploads/?C=M;O=A or via website)
the timing of all tooltips is once again controllable via the Change
Preferences dialog in the Edit menu.
