Follow-up Comment #1:
This is happening on Windows
Scroll bars are present on 15th Nov 2016 version
they are absent on version 2.0.17 from January.
They are missing from the Score Properties Editor as well, but scroll bars
*do* appear in the Print View, the Playback View and the multi-line text
window.
