yes, Edit->Change Preferences->Command Behavior
and then change the tooltip timeout.
The quirky behavior of the tooltips is because the default Gtk tooltips have
become unusable (due to Gtk being increasing targetted at simple "apps"). So
these tooltips are hand-crafted and can be quite annoying - set a long time
out to disable them.
One day, perhaps Gtk tooltips will be fixed ...
