Hi Pete,
Or are you looking for something you can create using an Ossia Staff
(Staff/Voices >> Ossia)?
Create the Ossia Staff, then use Turn on, Turn off at the places you
want to lose a staff temporarily (because that voice is silent for a
significant part of the movement).
An Ossia Staff seems to be Clef and Time-Signature free, but it can be
turned on and off at will. It defaults to a smaller size but can be
enlarged under staff properties.
A similar effect can be created on a normal staff using Directives >>
Typesetter >> (Print) Stop/Start Drawing Notes/Staff
but it seems to put a Clef at the beginning of a blank line rather than
omitting it.
Scruffy example below
with Best wishes
Joe

Hi all,
I have a piece of music where, for example there are only vocals in
certain sections. I don't want bars and bars of rests.
perhaps:
Command: Hide Empty Staffs on All Systems (Off/On)
Hides empty staffs on the first and subsequent systems (Off/On). See
also the command "Hide Empty Staffs (Off/On)" which keeps all staffs
for the first system.
Location: Object Menu ▶ Movements ▶ Typesetter
Internal Name: HideEmptyStaffsAllSystems
Command: Hide Empty Staffs (Off/On)
Controls whether staffs containing only rests are printed in the
current movement. All staffs are printed on the first system (line)
thereafter any staff that has only rests for a entire system is
dropped. Use this in large scores to fit more systems per page.
Location: Object Menu ▶ Movements ▶ Typesetter
Internal Name: HideEmptyStaffs
but you mention "Vocals" is that a red-herring?
