The Upbeat command sets it for you. Manually:
Command: Measure Number
Changes the bar number displayed for this and subsequent bars. Does not affect
the print out, see Set Bar Number command for that.
Location: Object Menu ▶ Measures ▶ Display Effects
Internal Name: DisplayMeasureNumber
