Follow-up Comment #1:
The command used to be in the Staffs->Display Effects menu, which was wrong
since it does applies to all the staffs in the movement, not just to the
current staff. Unfortunately, you tore off the Staffs->Display Effects memory
before the command was moved, so they remain in the resulting palette (which
gets opened when you "tear it off").
It is harmless - searching the Command Center shows
Command: Taller Staffs
No Tooltip yet
Location: Object Menu ▶ Movements ▶ Display Effects
Internal Name: TallerStaffs
and it *does* appear in that menu. There is no reasonable prospect of making
upgrade seek out old torn off palettes so I'll mark this as "Won't Fix" - the
command continues to be usable in any case.
