There is a non printing rest that gets rid of the NC and puts the chords in the right place

It seems like if you write a chord in the second bar, it should display over the second bar. I think I understand that
Lilypond is formatting it as it does because of the duration values in the bars, but maybe with a pickup bar this is a special
case? Or maybe there's an easier way to make this work?
