DH doesn't usually check /etc/hosts.allow, only /etc/hosts.deny (unless you have configured it to explicitly look at hosts.allow instead).
If the ip address exists in the deny file and also in hosts-allowed then you will receive the warning. Basically, it indicates that the ip is blocked (since it's in the deny file) but you have configured DH to allow it. You should therefor remove it from one of those files based on whether you want to always allow it (remove it from hosts.deny) or allow for it to be blocked (remove it from allowed-hosts).
