DAEMON_SLEEP only takes affect if you are actually running the daemon. How are you running DH? You said that you were spawning it on evert connection... I'm not sure how well that works and whether it works for every situation. I would advise that you run it in daemon mode so it constantly monitors your log.
DH should work fine w/ Python 2.3. If the version wasn't supported you would get an error running it.
