I also don't think it has anything to do with dynamic IP addresses. On a box running Wheezy, I have this problem with machines at home on my own internal subnet, whether they have a static or dynamically assigned IP addresses. But on my VPS which is running Lucid Lynx, I have never experienced such problems, even from completely unfamiliar IP addresses.
