All committers should be watching svn commit emails whether they go to the dev list or a separate list and that is enough notice for changes initiated by a committer. It's a good policy to respond to a contributed patch by a non-committer in the original thread and is especially necessary if the dev list is not the svn list.Any committer who does apply a patch is required to e-mail to the list and the originator of the patch, the fact that the patch was applied.
