As far as I know no-one is working on this, though maybe what Sandeep is doing is similar. Sandeep, is there any chance you could give an overview of what you are doing? I'm hoping that work in this area could reduce Derby's footprint by removing the specialized classes in the org.apache.derby.impl.sql.execute.rts package.
