You need to register and login in order to create bugs. You can go here to register an account on JIRA:

The docs have 1 paragraph per page; really really unreadable via a webinterface.
There has already some discussion about the state of the documentation and how to improve it. The summary is that it's practically unusable in its current format, there is someone working on it, and a solution may take quite a bit of time. See the 'Derby documentation in PDF format' thread.
