Agreed. Scott could you please attach your patch to DERBY-55? I will be glad to submit it, but I can't get the patch to apply to either of my working copies, one on Windows, one on Mac OS X.
It is interesting to note, though, that the files have the correct line endings on both machines, without svn:eol-style native being set.

I attached the file to DERBY-55 as a .gz compressed file so nothing would strip the ^M's.
