Actually, Scott, I think we need to think about whether to apply your
patch to derby_downloads.xml. It changes the description in the "Jars"
section, which makes snapshots available for download. I just extracted
the latest snapshot (incubating-derby-snapshot-56458.tar.gz) and it
doesn't have that frameworks subdirectory.
I agree it shouldn't be applied until the release snapshot build
includes the frameworks subdirectory. I haven't had a chance to look at
the release candidate yet either. I thought the release candidate was
approved already though. I'm a bit uncertain about having a separate
page or not. I think you are correct though about the release
structure. Something to think about...

Have you had a chance to looks at the release candidate yet? --I haven't
downloaded it yet. Once a release gets approved, maybe we should think
about adding a new section for approved releases that describes the
release structure? Or in a separate page? or what might be the best way
to do this?
