One bit of information of a practical nature. If you wanted to fiddle with the values to see what JIRA requires, a lot of the limits live in: java/engine/org/apache/derby/DB2Limit and are used in java/engine/org/apache/derby/impl/sql/compile/sqlgrammar.jj, metadata calls and other places where the lengths are relevant. Trying out some simple changes could get you past the road block so you can see how Derby works out otherwise with JIRA.
