Apache web sites will fail over to another system. They'll restore email service as soon as possible, but if you find it down, you can view derby lists archived at gmane:
http://news.gmane.org/gmane.comp.apache.db.derby.user http://news.gmane.org/gmane.comp.apache.db.derby.devel
Some services might not be available for extended periods, such as svn and ViewCVS.
